Fulli Review: Sign-Up, Prices and Conditions Checked Against Fulli's Own Pages

What Fulli Is and What It Sells

Fulli presents itself as a brand of APRR and AREA group companies. Its website describes a range of motorway-related services, including an electronic toll badge, an electric vehicle charging card, parking and service stations. This review focuses mainly on the toll badge, because that is where most of the plan choices and conditions sit.

Fulli's home page lists three headline products:

  • Toll badge: Fulli shows 0 EUR for months when the badge is not used, and otherwise 1.90 EUR per month. It is advertised as commitment-free, valid on motorways in France, Spain and Portugal, and shipped within 48 working hours.
  • Electric charging card: 2.50 EUR per month with no commitment. Fulli says it gives access to the largest charging networks and cites 190,000 charging points in France.
  • Duo Plus bundle: the charging card and the toll badge on one plan for 3.50 EUR per month, which Fulli describes as only 1 EUR more than the charging card alone.

In practical terms, the badge gives access to the dedicated "t" and "t30" lanes, where you drive through at 30 km/h without stopping, and it works on free-flow motorways that have no toll booths. Fulli's promotion page says the badge is dispatched within 2 working days.

That page also quotes a 4.5/5 Trustpilot rating and calls Fulli the best-rated electronic toll brand on that platform. This is Fulli's own claim on its own page. We have not checked it independently, so treat it as the merchant's statement rather than a verified ranking.

How This Review Was Compiled

This review is built only from Fulli's public pages: the home page, the toll badge overview, the Nomade and Nomade+ product pages, the promotion page, and the English rate sheet dated 1 February 2026. Nothing here comes from hands-on use. We did not open an account, order a badge or test the service, and we make no claim of independent testing.

Prices and promotions are shown as Fulli published them at the time of writing (16 October 2026) and can change. The rate sheet states its prices in euros including VAT. Please re-check the current figures on Fulli's site before you order.

Where Fulli's own pages give slightly different figures, we flag it rather than pick one. Examples include the number of identified car parks (described as "more than 1000" on the Nomade page, "nearly 1000" on the promotion page and "1000" on the Nomade+ page) and the Nomade+ page, which lists Italy in its title while a coverage line next to it names only France, Spain and Portugal. Some of the home page text is in French, and we have translated the relevant figures.

The table below is an illustrative summary of Fulli's published figures, not a ranking. "Not stated" means the pages we reviewed did not give the figure.

Plan Coverage Monthly fee when used Unused months Promotion shown
Balade France, except the Lyon northern ring road (TEO) Not stated Free 12 months of management fees offered
Nomade France, Spain, Portugal 1.90 EUR (France); 2.40 EUR (Spain and/or Portugal) 0 EUR Code ETEINDIEN26: setup fees and 8 months of French management fees waived, through 16/11/2026
Nomade+ France, Spain, Portugal, Italy 2.40 EUR in months used in Italy (2.10 EUR announced from 1 Nov 2026) Free None stated on the page
Duo Plus France; charging card plus badge 3.50 EUR Not stated None stated
Cito 30 AREA, APRR or ADELAC network journeys 2.50 EUR (e-invoice) or 3.00 EUR (paper invoice) Not stated 30% discount

A few other Cito discount plans appear on Fulli's rate sheet. Cito 30 Young is priced like Cito 30 (2.50 EUR with e-invoice, 3.00 EUR with paper invoice) with a 30% discount. Cito AREA and Cito Rhône-Alpes carry a discount of up to 20% and an 11 EUR activation fee. Their monthly fees are higher: 4.50 EUR and 5.50 EUR respectively with e-invoice.

Where Fulli Works in Your Favour

These are the strengths Fulli documents on its own pages. They are the merchant's statements, not our test results.

  • No fee in unused months. Balade, Nomade and Nomade+ are all described as free in months you do not use them, so a once-a-year holiday driver pays only for the month of travel.
  • No commitment. Fulli's home page and product pages repeat this, and there is a 14-day withdrawal right from receipt of the card.
  • Wider coverage on Nomade. One badge is said to work on motorways in France, Spain and Portugal, and Nomade+ adds Italy.
  • Time at the booth. The badge opens the dedicated "t" and "t30" lanes, and payment is made automatically.
  • Parking. Fulli says the badge is valid in around 1,000 identified car parks across the covered countries.
  • Online account. You can track spending and invoices, order a new badge and change services.
  • Pay later. Tolls are charged on the 15th of the following month. Fulli's example: a toll passed on 5 August is not taken until 15 September.
  • Some free extras. Replacing a malfunctioning badge and adding an additional badge holder are both listed as free on the rate sheet.

Current Promotion and Dates to Watch

Today is 16 October 2026, which matters because Fulli's headline offer has an end date. Under the code ETEINDIEN26, setup fees and 8 months of French management fees are waived on Fulli Nomade. The code is valid for subscriptions through 16 November 2026, so there is roughly a month left.

The conditions are worth reading before you count on the saving:

  • The offer is for individuals with a Class 1, 2 or 5 vehicle.
  • It cannot be combined with other promotions.
  • Tolls, parking and associated service fees (such as ferries) are not included.

A second date sits just after it. Fulli's Nomade+ page says that from 1 November 2026 the management fees for that offer will be 2.10 EUR per month. The page does not spell out how this relates to the 2.40 EUR figure shown for months used in Italy, so confirm the figure at checkout.

Fulli also promotes Balade with 12 months of management fees offered. We saw only the headline on the home page and overview, so check the conditions on the offer page itself. The ETEINDIEN26 text refers specifically to Nomade, and we have not seen it applied to other plans.

Limitations and Conditions to Read First

Fulli's pages and rate sheet document several fees and limits that can change what you end up paying:

  • Non-use fee: a 10 EUR fee applies if the badge is not used for 24 consecutive months, even on plans where individual unused months are free.
  • Eligibility: the offers are for private individuals with Class 1, 2 or 5 vehicles.
  • Balade exclusions: the Lyon northern ring road (TEO) and "T" parking are not included.
  • Italy: Nomade does not cover it. You need Nomade+.
  • Badge costs: a badge that is damaged, lost, stolen or not returned costs 30 EUR. Delivery to mainland France costs 4.90 EUR.
  • Other charges: an annual billing summary costs 20 EUR, and blocking the card at APRR's initiative costs 11 EUR.
  • Not included: tolls, parking and ferry service fees sit outside the management fees.
  • Cito plans: some carry an 11 EUR activation fee, and paper invoices cost more than e-invoices.
  • Differing figures: as noted above, some figures differ between pages, such as the Nomade+ fee before and after 1 November 2026.

None of this is unusual to flag, but it means the advertised 1.90 EUR or 2.40 EUR is not the whole picture for every driver.

How Sign-Up and Billing Work

Fulli describes an online process, and what follows reflects its published pages rather than our own order.

  1. Order online. You subscribe on Fulli's site and enter the promo code, such as ETEINDIEN26, when you order. The pages we reviewed do not list the documents or payment details required, so check those at checkout.
  2. Delivery. Fulli says the badge is dispatched within 2 working days. The rate sheet lists delivery to mainland France at 4.90 EUR. The promotion text mentions setup fees rather than delivery, so check at checkout whether the delivery fee applies to your order.
  3. Billing. Charges are taken on the 15th of the month after your trips.
  4. Withdrawal. You have 14 days from receipt of the card to exercise your right of withdrawal.
  5. Account management. The online account lets you follow invoices, order a new badge and amend services.

Help readers match their driving profile to a Fulli plan or an alternative

This guide is illustrative and draws only on Fulli's published plan descriptions.

  • Mostly France, a few trips a year: Balade or Nomade fit the pay-as-you-use idea, since unused months cost 0 EUR.
  • Trips to Spain or Portugal: compare Nomade, which covers both.
  • Trips to Italy: you need Nomade+, because Nomade does not cover Italy.
  • Also want EV charging: compare the Duo Plus bundle at 3.50 EUR per month in France.
  • Regular commuters on APRR, AREA or ADELAC networks: compare the Cito discount plans, where Cito 30 offers a 30% discount.
  • Vehicles outside Class 1, 2 or 5, or professional use: the consumer offers do not apply. Check Fulli's business offers or other providers.
  • Need an area a plan excludes: Balade excludes the Lyon northern ring road, so look at other plans or providers if you drive there.

Whatever your profile, compare other providers' monthly fees and network discounts before deciding. This review covers Fulli's pages only and says nothing about how competitors price their badges.
